For most of his ministry, he has been committed to university settings, having served at Trinity Lutheran Church in Pullman (Washington State) and University Lutheran in East Lansing (Michigan State), as well as Trinity Lutheran in Kenosha, Wisconsin. Pastor Shirley is committed to urban ministry and congregation-based organizing as a way for the church to be a presence in the city and the world. The church should set a tone of welcome for all.
